Partnership formed to operate Scott Co. Parks

Scott County and the Three Rivers Park district have approved a joint powers agreement that will have the two groups work together in providing regional parks and trails.

The agreement covers all regional park and trail operations in Scott County, except for The Landing-Minnesota River Heritage Park (formerly Murphy's Landing). That includes Cedar Lake Farm Regional Park near New Prague, Doyle-Kennefick Regional Park and Spring Lake Regional Park. Three Rivers owns and operates two parks in Scott County, Cleary Lake Regional Park and the Murphy-Hanrehan Park Reserve.

The agreement was approved by both bodies during a joint meeting December 16. Over the last few years the county has purchased the Doyle-Kennefick and Cedar Lake Farm properties, but did not have the money to fully develop or operate the parks. The county had an agreement with Lancer Hospitality to operate Cedar Lake Farm Regional Park over the past two years.

Scott County Parks Manager Themig said Lancer's contract with the county has expired.

Under the terms of the agreement, each agency retains final decision-making authority for the parks it has historically operated. A policy committee that will include the Board Chair and Vice Chair from each agency will make recommendations for the county parks.

This was the right decision for Scott County
