Scarecrow burned downtown

One of the 25 scarecrows on display in downtown Waterville for Le Sueur County Developmental Service’s (LCDS) annual Scarecrow Festival was set on fire either late Saturday night, Oct. 15 or early Sunday morning, Oct. 16.
