Scott County approves corridor for future CSAH 8 extension

The Scott County Board of commissioners approved the findings and recommendations of the County-State Aid Highway 8 study committee to designate a corridor for a future extension of both County Road 8 and County Road 64 to meet with US Highway 169. The vote was 4-1, with Commissioner Joe Wagner, who represents the area, voting against.

The committee had been meeting since last July, and had a number of public hearings. the right-of-way preservation area for the most part follows section lines, and the option chosen was the one preferred by most of the area townships.

No money has been designated for building the roads over the next eight years. The motion establishes the corridors for planning purposes.

In other items on the April 7 meeting, the board:

• Approved a new Animal Control Services contract with 4 PAWS Animal Control for a two-year term through March 31, 2007, at an annual fee of $17,600. The cities of Shakopee, Prior Lake, Belle Plaine, Jordan, and New Prague are expected to act on this contract within the next two weeks.

• Approved a Purchase Agreement with the City of Prior Lake for an exchange of land within Spring Lake Regional Park.

• Gave approval for Scott County to participate in a site study and analysis for a proposed joint (SCALE) police/fire training facility and expenditure of up to $5,000 as the County's portion of study costs.

• Adopted a resolution entering into the Community Corrections Act with the Minnesota Department of Corrections, creating a Community Corrections Advisory Board, and dissolving the current Justice Advisory Council.

• Appointed Mitchell J. Rasmussen as County Highway Engineer effective April 18, 2005, through April 30, 2006.

• Gave unanimous approval to a resolution establishing the 2005 salary for County Administrator David Unmacht. Based on the Summary of Performance Evaluation approved by the Board on March 22 rating his performance as “exceeds expectations,” and consistent with the Salary Increase Matrix for the 2005 Compensation Plan, the Board approved a compensation adjustment of 4.5 percent base adjustment, with a lump sum of 0.5 percent, and the elimination of the current annual automobile allowance of $4,200. This action increases the Administrator’s total compensation by 1.1 percent.
