Temporary four-way stop at CSAH 15 and 2 in place

Scott County has set up a temporary four-way stop at the intersection of County State Aid Highways (CSAH) 15 and 2 (Drexel Avenue) and 260th Street), north of New Prague. The system went into effect Thursday, Aug. 30.

The four-way stop on this detour route will be removed after the Minnesota Department of Transportation (MnDOT) completes work on Highway 13/19, which is anticipated for mid-October.

The county made the decision after a study on traffic conditions at the crossing, which has been part of a detour as MnDOT has done reconstruction work on the highway. The study found that drivers were not ignoring the stop signs on CSAH 2, but appeared to be overly focused on heavy northbound traffic on CSAH 15. Because of that, drivers were not paying attention to southbound traffic on CSAH 15. Also, according to the study, with most of the northbound traffic on CSAH 15 turning right to use the detour, it created false expectations that the next vehicle would also be turning right.

A four-way stop at the intersection had been announced earlier this summer, but was postponed as an adequate review of detour traffic operations and potential solutions hadn't been completed.

Scott County is concerned that drivers may become accustomed to the all-way stop and may not pay attention to cross traffic when the intersection is converted back to a two-way stop. To help prevent this, the county is placing signs along the route warning motorists that the four-way stop is only temporary. Also, the changeover will include extra enforcement from the Scott County Sheriff's Office.
