Roundabout near ENM moves forward

The roundabout at the intersection of Scott County roads 2 (260th Street) and 91 (Natchez Avenue) took another step forward as the Elko New Market City Council at its Thursday, June 28, meeting accepted a concept design report and approved a preliminary design phase proposal. The council approved both items from Bolton & Menk Inc., the city’s engineering firm, by a 4-0 vote. Council member Kate Timmerman was absent from the meeting.

City Engineer Rich Revering and associate Aaron Warford presented both items. The report lays out information of the roundabout at the intersection, which is in the city’s limits, including the process and the outcome of the work for the concept design of the roundabout.

Elko New Market is working with Scott County on the roundabout with the final design expected to be done by 2019 and construction scheduled for 2020. Scott County applied on behalf of the city and received a Highway Safety Improvement Project (HSIP) Grant for the installation of the roundabout. The $2 million grant is a 90-10 grant, with the federal government paying 90 percent and the local government paying 10 percent of the project. The projected cost for the roundabout is $3.7 million. The HSIP Grant is a core Federal-aid program with the purpose to achieve a significant reduction in traffic fatalities and serious injuries on all public roads.

The roundabout is to help with future traffic in the area. County Road 2, which is also Elko New Market’s Main Street, currently handles up to 9,200 vehicles per day, which is projected to increase to 18,000 vehicles by 2037. County Road 91 currently handles 4,050 vehicles per day and is expected to carry 9,200 by 2037.

The proposed preliminary design phase was for the roundabout, grades and drainage, and looking at suggested trails and lights for the area.
